It was another intense day of policy discussions on Day 4. Five policies were discussed although none of them achieved consensus. Out of the five on offer, only one – Resource Transfer Policy AFPUB-2019-V4-003-DRAFT01 – almost made it to the end.
The other policies discussed were:

- The proposal did not reach consensus and was sent back to the mailing list
- RPKI ROAs for Unallocated and Unassigned AFRINIC Address Space AFPUB-2019-GEN-006-DRAFT02 (3)
- The proposal did not reach consensus and was sent back to the mailing list.
- IPv4 Inter-RIR Resource Transfers (Comprehensive Scope) AFPUB-2019-IPv4-002-DRAFT04

- Resource Transfer Policy AFPUB-2019-V4-003-DRAFT01
- The proposal reached rough consensus subject to changes by the authors.
Policy Day closed with an Open Mic session. It was an interesting interaction with delegates raising numerous points. For example, Jordi Palet Martinez raised the issue and a possible solution in cases where proposals do not reach consensus for a long time and are urgent for the community such as the Inter-RIR proposals.
Prof Nii Quaynor reiterated the importance of transparency and openness in policy discussions.
